TASMANIA

TOTAL OFFENDERS

There were 10,388 offenders proceeded against by police in Tasmania during 2017–18. This remained consistent from 2016–17 with a decrease of less than 1% (or 26 offenders) and equated to an offender rate of 2,244 offenders per 100,000 persons. (Table 6)

Since the beginning of the time series in 2008–09, the rate of offenders has decreased by more than a third (34% or 1,139 offenders). (Table 12)


PRINCIPAL OFFENCE

In 2017–18, the most common principal offence in Tasmania was Public order offences (27% or 2,749 offenders). This represented a decrease of 12% or 365 offenders since 2016–17. (Table 6)

Public order offences include Disorderly conduct, Trespass, Betting and gambling offences, and Offensive conduct (see Australian and New Zealand Standard Offence Classification (cat. no. 1234.0) for further information).

Acts intended to cause injury was the second most common principal offence in Tasmania, comprising 20% (2,073 offenders) of the offender population in 2017–18. This was an increase of 12% or 226 offenders from 2016–17. (Table 6)


SEX

Between 2016–17 and 2017–18, the number of female and male offenders decreased by less than 1% each to 2,370 and 8,019 offenders respectively. Since the beginning of the time series in 2008–09, male offenders have consistently comprised over three-quarters of the offender population in Tasmania. (Table 12)

While the number of female offenders decreased overall, for the principal offence of Acts intended to cause injury, both the number and rate of female offenders increased for the third consecutive year to 516 offenders, or 220 offenders per 100,000 females in 2017–18. (Table 12)


YOUTH OFFENDERS

There were 1,031 youth offenders in Tasmania in 2017–18, remaining consistent from 2016–17 with a decrease of 3 offenders. (Table 20)

The number of youth offenders in Tasmania has decreased each year since the beginning of the time series, down from 2,603 youth offenders in 2008-09 to 1,031 youth offenders in 2017-18 (a decrease of 60%). (Table 20)

The number of youth offenders with a principal offence of Public order offences was four times smaller in 2017–18 (170 offenders) compared to 2008–09 (698 offenders). (Table 20)


POLICE PROCEEDINGS

There were 16,188 police proceedings in Tasmania in 2017–18. More than half of the non-court proceedings were for the principal offence of Public order offences (55% or 2,902 proceedings). For court proceedings the most common principal offences were Acts intended to cause injury (22% or 2,407 proceedings), Theft (19% or 2,073 proceedings) and Offences against justice (14% or 1,571 proceedings).
